Purpose
This procedure creates a color table suitable for terrestrial topography
and bathymetry. Elevation values are assumed to be in meters, and the
color table is designed to handle elevations from -11000 m to +8000 m.

Keywords
BYTE : if set, return 3 x n array of bytes, else return 24-bit colors (LONGS).
SAT_SCALE : optional parameter to scale the saturation. Should be between 0.0 and 1.0.
This can be used to turn down the color saturation for a topography background.
Output
LONG or BYTE array containing 24-bit colors.
